Joe Biden’s Reference to Putin’s Name Draws Scorn and Discomfort in Russia

The spokeswoman for Russia's Foreign Ministry made a joke about Joe Biden being "a pro-Russian candidate being controlled by the Kremlin" on July 12, following the U.S. president's gaffe in referring to the head of Ukraine as "President Putin" before rectifying himself.
Russian news programs heavily broadcast footage of the incident at the NATO meeting in Washington. Russian state TV pundits have long portrayed 81-year-old Biden as a foolish old man who could accidentally start World War III, in contrast to 71-year-old Putin, whom they paint as a geopolitical genius.
In addition, it was covered when Biden confused the name of his Republican opponent, Donald Trump, with that of his vice president, Kamala Harris. Pro-Kremlin TV pundit Olga Skabeyeva shared a video of Biden's embarrassing stumble when mentioning Putin on her social media accounts, along with an emoticon that showed her crying and laughing. The prominent Russian foreign ministry spokeswoman Maria Zakharova mocked what Moscow views as unfounded US accusations of Russian interference in American politics in a sarcastic piece that made fun of Biden's gaffe in addressing Ukrainian President Volodymyr Zelenskiy as "President Putin."

A number of his fellow Democrats have been urging him to drop his re-election campaign, and Biden has been making a number of gaffes recently.
Foreign policy hawks in Russia took Biden's gaffes as another evidence of his deteriorating mental faculties, and some were worried that the world's leading military power was being commanded by someone whose cognitive powers seemed to be deteriorating. Moscow is keeping a careful eye on the American election.

Kiev views Moscow's recent signals as a sign of its openness to a ceasefire agreement, but on maximalist terms that it views as akin to surrender; Washington is Ukraine's primary sponsor. Putin has played up Trump's rumored plans to end the war, even though he has stated that Russia will be unaffected by the U.S. election in November
