India is accused of unwelcome external meddling in a 2023 assessment by Canada's spy service.

Indian involvement in "hostile foreign interference and espionage activities" within Canada was revealed this week in the 2023 public report by the Canadian Security Intelligence Service (CSIS). Not only in Canada but also in other Western countries, India is named as one of the "major perpetrators of foreign interference and espionage" alongside Russia, China, and Iran.
This study from Canada's spy agency shows that in 2023, these nations and their intelligence agencies continued to do a lot of espionage and hostile foreign meddling to get what they wanted.
Actions that are "detrimental to the interests of Canada and clandestine or deceptive, or involve a threat to any person" are defined as "foreign-influenced activities" under the CSIS Act.
The described foreign meddling usually puts another nation's interests ahead of Canada's, which is bad for Canada's interests.
Cyberattacks launched against Canada by pro-Indian groups after relationships between the two countries deteriorated are also included in the spy agency's report. The Indian government, however, was not involved in these actions, as it is stated openly.
There was an uptick in low-sophistication cyberattacks against Canada from non-state cyber entities affiliated with India when bilateral relations between the two countries declined. This cyber incident was not perpetrated by the Indian government, according to the CSIS investigation.
The murder of Canadian national Hardeep Singh Nijjar in Surrey, British Columbia, in June 2023 was investigated by Canada's security services in September 2023, according to Prime Minister Justin Trudeau's statement to the House of Commons. The investigation was prompted by credible allegations that pointed to representatives of the Indian government.
A worsening of bilateral relations between India and Canada was a direct outcome of the statement.
"In January 2024, the Public Enquiry on Foreign Interference requested that the Government of Canada’s collection and production of documents include information and documents relating to alleged interference by India during the 2019 and 2021 elections," according to the findings.
The indictment stated that Nikhil Gupta was collaborating with an officer of the Indian government to carry out a murder-for-hire conspiracy, and it was unsealed in November 2023 by the US Federal Bureau of Investigation (FBI). It was said that the supposed target was a New York resident who was a dual citizen of the United States and Canada.
In their assessment, the Canadian spy service also discusses the suspected meddling by India in the 2019 and 2021 elections.
